Success in Burma is remote until all the parties in dispute, beyond the junta, have already agreed to genuinely cooperate, and have disarmed, and do not see liberation and/or democracy as the channels via which to hold the west to ransom. Like the west does not have the time, money and/or patience to build a 'Central Asian Valhalla', nor does it have the resources to build a South East Asian Valhalla.
