I swear allegiance to the gold-standard.“...When the Founding Fathers said, 'We the people,' they didn't mean many of us, " said Dr. Condoleezza Rice. Or, as is often paraphrased in our 24/7 news-media: “...When the Founding Fathers said, 'We the people,' they didn't mean me."
Whatever... the meaning is the same: democracy is still rooted--even at its highest level of attainment--in group-think. And this is why the deployment and implementation of democracy as a magic-bullet for the world’s ills, must not be taken as seriously as international political rhetoric is heralding.
Democracy is simply a process which enables the government of a state to be peacefully changed, and its presence is not a mitigating virtue with respect to the moral value of a culture. In other words, a democratically installed tyranny is still a tyranny, as the Palestinian electorate are discovering with the election of Hamas, as the followers of Islamic Hizb ut-Tahrir would swiftly discover upon the reintroduction of the Caliphate, in a pan-Muslim world, and, as the Americans would also swiftly discover if Christian fundamentalism came to significantly influence their political system, as a reaction to Islamic fundamentalists, etc.
For democracy to be valid, it must be founded on a proper constitution, itself based upon the concept of ‘I’ and not ‘We’. This is because the concept of rights and their protection, which is the proper purpose of a democratically elected government, is only meaningful when applied to ‘I’. ‘We’ only have rights as a consequence of the protected rights of ‘I’. And this, of course, is where the philosophy of capitalism comes in: a social system recognising individual rights including property rights and where all property is privately owned.
Now this matter of a proper constitutional foundation to democracy has been well recognised by many capitalist theorists. Unfortunately, such a constitution does not exist at present, not even as the constitution of the United States, which is not maturing nicely with age, as a vintage wine might do. Instead, as a consequence of the amendments and the vastly archaic and Byzantine nature of federal and state government, cunningly circumvented by lobbyists and pressure groups and their lawyers, the value of democracy and its constitutional underpinnings have been all but destroyed.
This is also the case in the European Union (EEC), which would have been a lot worse if the proposed European constitution had been ratified. Fortunately, the creators of that constitution made such a dog’s dinner of it, the electorate threw up their hands in despair and said, no. Sometimes, ignorance is bliss :-)
For Dr. Condoleezza Rice to feel more at home, a more fitting preamble to the constitution would have been:
I do agree to this constitution, so that the United States of America is governed by a valid and democratically elected government. Said valid and democratically elected government shall be exclusively subject to a proper understanding and implementation of laissez faire capitalism, so that my freedom of opportunity at the going rate of profit, including my individual rights, my property rights, and the private ownership of all property, for now, and for the future, is properly protected.
